Gavin Sullivan publishes op-ed on Global Watchlisting Infrastructures in Just Security

On 28 October 2021 Gavin Sullivan co-authored an op-ed (with Rebecca Mignot-Mahdavi and Ramzi Kassem) on the flaws of the Counterterrorism Watchlisting Toolkit recently produced by the Global Counter Terrorism Forum (GCTF). The op-ed, entitled ‘Watchlisting the World: Digital Security Infrastructures, Informal Law and the Global War on Terror’ highlights how the GCTF’s informal norms create the infrastructure for far-reaching global security processes, export the flawed US watchlisting system as global best practice and fail to take the rights and accountability risks of watchlisting and AI tools for counterterrorism seriously. The text builds on the infra-Legalities research teams’ earlier participation in the GCTF’s Watchlisting Guidance Manual process in February 2021.
